From August 1, 2016 to December, 2016, more than 600 citizens applied to the service on statement of facts within the frameworks of the land reform. The citizens can register the ownership of the land at their disposal more rapidly and easily through the service of the National Bureau of Enforcement. The service on statement of facts is required in case when it is impossible to specify the location of the land, borders, features, neighborhood disputes, etc, with the documents of title. In such cases, the representative of the National Bureau of Enforcement will personally visit the site, establish the actual facts, shoot photo- and video-materials and draw up a protocol, that should be certified by signatures of the concerned parties, for example, the neighbors, the applicant personally, etc.
During 4 months the Public Registry applied to the National Bureau of Enforcement for 622 applications in order to use the service on statement of facts within the frameworks of the land reform; of which 596 cases have already been implemented, and as for the remaining cases, the proceedings are still pending.
It should be noted that within the frameworks of the reform, the service on statement of facts is free of charge and there is no need for additional costs and procedures for the citizens.
As it is known, the reform was initiated from August 1; it simplifies registration of land and makes it as available as possible for the citizens. The aim of this reform is to eliminate the barriers faced by the land owners in the process of property registration. The service on statement of facts is available at the National Bureau of Enforcement since 2012, but the demand for the service has grown considerably in recent years. Compared to 2013-2014, in 2016, almost three times more people applied the statement of facts.
